Duhem & Criterion of a Physical Theory

“Agreement with experiment is the sole criterion of truth for a physical theory.” [Duhem, 1991, p. 21]

"agreement with experiment" is meaningless unless an experiment is done according to a theory. In other words "experiment" is experiment if and only if it is an experiment according to a theory. Also it is meaningless to talk about "truth of physical theory". One cannot even say about an axiom of a theory true/false. One can not question an axiom whether it is true/false, if one can, then it is no more an axiom. Then what _is_ a criterion for a physical theory?
